I don't think you need pppoe anymore on the 7100, if the dsl is routing and not set in bridge mode. Put the public ip on eth 0/0 like you did with your PC.

We use eth 0/0 for a 2nd DSL line because we have maxed our bandwidth. We load balance over the 2 separate DSL to get "additional" bandwidth.
I ended up changing the VLAN we set up for the 2nd DSL from PPPoE to IP Routing, entered the static address and it seems to be passing traffic.
