I don't have a simple answer; maybe someone will offer the fix for you. In the meantime, how far can you get? For example, what do you see when attempting a traceroute from a host behind the FortiGate firewall to an outside IP address (maybe 184.108.40.206 or something)?
I just ran a traceroute to 220.127.116.11 and I was able to reach it (18.104.22.168 was the hop before last). Anyway, it seems like the FortiGate itself is able to get to the Internet, as my ICMP was returned during the trace.
Thanks for your reply, but we found that the issue was with the carrier in the way they provisioned the circuit, we now have it working.
